"Sargood held the Legislative Council seat of South Yarra in 1882-1901. On 13 November 1883 he joined the Service-Berry ministry as Victoria's first minister of defence. He had long had an interest in the subject, having joined the Victorian Volunteer Artillery in 1859 as a private, rising to the rank of lieutenant-colonel. Described as 'one of the best shots in Victoria' he was also closely involved in the rifle club movement; he had formed the St Kilda Rifle Corps in 1859. As minister Sargood backed an energetic programme to build up the Victorian navy, local fortifications and armament supplies, especially during the Russian war scare in March-May 1885."

The fist Victorian Flag on active service presented to Sir Frederick Sargood in 1900.
The flag that accompanied the Victorian Naval Contingent to China in 1900 was presented to the ex Victorian Minister of Defence, Senator Sargood, in 1901 or 1902. Written on the flag's header is:-
"This Victorian Ensign (the first on active service) was used by the Victorian Contingent during service in 1900 in China. It was presented to Senator Sir F.T. Sargood K.C.M.G. by Captain Tickell C.M.B. Lieut. Col."

* 1853 is given as the commencement date for the Victorian Navy as this is the year that Commander Lockyer (RN) went to Britain to superintend the building of HMCS Victoria. Although the Victorian Navy ended in 1901 the career of Cerbeus etc continued. In 1910 the new ships started arriving & manning levels increased.
